How to make so that when you scroll the mouse wheel, the man went to a certain position on the web page?

There´s a scroll motion possible and you could set it to move from left to right.

Your example has some more features that are not possible out of the box – fullscreen – no matter how tall the browser window in height. Also at the end of the horizontal scroll your example starts to scroll "normal" from top to bottom. That needs some proper coding, I guess.

horizonal scrolling websites are a gimmick of css and they only work correct in desktop browsers as a rule.

the steps are;

  • learn css
  • make square designs
  • then get your calculator out and work out how many up and down pixels you need to = left and right pixels

recalculate the math anytime you make even minor changes to the design and enjoy

they can be done in any desktop design software so yes to Muse

there may be a widget around that does the css math for you however I don't know of any
