I Cannot Send Accordion to the Backmost Layer

In this Muse tutorial:Create a responsive website | , I cannot send the accordion to the backmost layer (5:30-5:50).  I am using a windows PC, not a Mac.

When I select the accordion and right click as requested, I do not get any "arrange" option.  When I click on Object in the toolbar above, "Send to Back" is greyed out.

Why is this?

Send to back/to front or whatever only works within the same layer.

You can sent to back an element in layer 2, for example, and it will be placed behind all other elements in layer 2.

You can’t send an element, placed on Layer 2, to layer 1.

If you need this, open the „Layers“ panel and drag the element to the place, you want it to be.
