I wish to turn off anchor point scrolling.

Is there a way to turn scrolling off and just have no effect jump to the anchor point?

If you don't want Muse to scroll to the anchor (it is not possible to influence this behaviour out of the box), why don't you create "old fashioned" single pages? In this case there will be no scrolling.
