The example site which you have shared is a fixed width site.

How the page properties like height and width would depend on the content of your site.

to add on I think the site is badly designed with content getting pushed outside the canvas or images being cut off... some of the ideas being talked about in the articles are worth reading however so don't get distracted

I've always found responsive design with breakpoints to be a bit problematic.

I prefer using Page > Add Alternate Layout > Desktop / Tablet / Phone and most often find the result works just fine.
