Why does the white bar I want to appear when you scroll down only start to apear at the very bottom? - the website HOME ​

Are you talking about the big empty space at bottom of your site?

In that case, you need to adjust your footer and min-height of the page.

Even in your screenshot I cannot detect the white bar. What am I missing?
