Pinning images in Browser (not on page)

Does anyone know how to pin images to the edge of browsers. What about if I want to pin an image to a colored rectangle on both edges and the have to the left one locked and the right expand out to the opposite edge when resizing the browser on both the left and right. See example: http://www.cbssportsnetwork.com/
