Needing (HTML?) to scale the dimension of an image frame from 100 pixel square to 200 pixel square.
(The source image is 400x400.)
Can this be done with inserted HTML? or better through some widget?
(Have not found widget that does what is described above.)

Funny! It is not done with dropping a link to a code snippet, if someone doesn't want or need to code or isn't working within an website creation environment, which is based on coding.
I'd never would recommend somebody to learn coding for "standard", private web sites in a time, where obviously "no code" ways of building sites are the future.

Yes—I've coded so much of my life away you couldn't pay me enough to learn even 2 minutes of CSS. CSS will have its own EOL in the near future. 🤔
