Separate individual menu item frames

Is it possible to separate menu item frames like attached - unseparated and separated (shown in Photoshop). Separated would allow for background effects in each text frame such as a glow effect on top of an image - the image would show through between each separated frame.

 

The Menu Type is Top Level Pages. 

 

Is Manual the only possible way to accomplish this? If so, how do I create each menu page, as the menu becomes one frame with [Name] text on the master page?

 

It'd be so much easier if they could be spaced apart individually in the Top Level Pages setting.
