Site isn't filling view port

Okay, so I've set my site up with three breakpoints for desktop, tablet, and laptop. They're all fixed with because I've got a little too much info on my pages and it looks terrible fluid. When I open it up on my phone's browser it's zoomed in:

But I can zoom out manually and it looks good:

Is there any way I can set it up to fill the viewport automatically without making all the elements on my site fully responsive?

Also on all the pages with the 'blog master' it zooms out way larger than the canvas size for some reason:

In nearly all such situations the culprit are elements, which overlap or are placed outside the breakpoint/page width. Make sure, that all elements in every situation are placed within the defined width. Just read this document: https://forums.adobe.com/docs/DOC-8953
