Web fonts are wrong size when first opening web page

I am having trouble with my website developed in Adobe Muse. It worked fine when first developed a couple years ago.

Now, all the fonts open up larger than expected then quickly blink to the correct size. This happens with headers and buttons as well. I am not sure what is causing it or how to fix it.
