点滅による覆い焼きをどう修復できますか？

こんにちは

Photoshopの初心者です。

先ほどスナップをしたところ、看板の点滅によってどう呼べばいいかわからない覆い焼きができてしまいました。矢印で指摘しました。とても醜いので、フォトショップで修復する方法がありますか？教えてくださる方いらっしゃいますか？　　どうぞよろしくお願いいたします！

This is from light flicker.  It is possible to remove by sampling the correct color for say the mans shirt and using a brush set to 30-50%opacity in Color mode to brush in the correct color of each item.    be careful with flesh tones to make multiple samples for color and brush each carefully at an even lower opacity to make a realistic repair.

If you are referring to this white striped area as a flashing sign and you want to eliminate it, make a rectangular Selection of the area shown in the left image, then Edit > Transform > Distort and drag the bottom of the Transform frame down to the bottom of the image.
