P: Content Aware-Fill doesn't work (crop)

Content Aware Fill doesn't work when you use crop tool and only move the image.
The newly created space of the image is not being 'Content Aware' filled. It's being filled with Background color instead, despite "Content Aware fill" option being selected.

I'm not a software developer but this seems like an super easy fix.
Adobe team, just please make sure that cropping without scaling still triggers Content Aware fill.
