A Potential Issue With New Tools

Just a thought, but I discovered that I'd been missing out on the new Remove Tool yesterday because it did not appear in my custom Tool Bars.  After hearing about it on YouTube, I went looking and found it lurking in a corner of the Customize Toolbar panel.  Would it be better to add new tools directly to the Toolbar?
