What was the light like when you took this?  Did you have to push the exposure?  It looks like it was taken ether in marginal conditions, or very bright conditons and that can lead to this sort of look in a photograph.  Is the original a RAW file?  What was it taken with?  Camera RAW has a new feature called Spot Color which can make the most of shots taken in difficult conditions.

Photoshop, ACR, Lightroom can make this better, but it's never going to win any prizes.
