Contextual tool bar doesnt appear without selecting something

I am trying to use the tool bar to select an object or replace the background but it doesn't appear without already making a selection which makes Removing background or auto object selection impossible, only generative image is possible

This is no help, but I have exactly the opposite problem - I can only get the Selection Edit Bar, not Generative Fill.
