Dragging the mask to another layers

when dragging the mask to another layer it bring you back to the very first layer you have
so I have about 15 layers and when I drag the mask from one layer to another one it brings me down to the very first layers..

Try resetting Prefs for the Beta:

/Users/yourname/Library/Preferences/ Photoshop Beta Settings (Mac Ventura)

Launch BETA Photoshop While Pressing The Keyboard Shortcut

With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.
