layer to smart object don't show popup smart filter (Levels)

After new update, the levens panel and layer effects do not appear as a popup, nor when selecting directly in the menu > image > settings > level. I have already reset photoshop and opened it again. Error persists.

I am not sure that I am understanding your post correctly.  Levels etc. appear under Image > Adjustments.  Adjustment layers can be found in the Adustments panel, or under the Layers menu.

Any time you are not sure where to find something in Photoshop, ether use Ctrl F  or clcik on the magnifying glass top right corner to open the Discover panel.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) and menus visible to clarify?
