Depending upon the app, resetting preferences might fix that.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/
p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.

Try resetting the preferences.
To restore preferences quickly using a keyboard shortcut:
Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.

I am a professor emeritus of Computer Science and have used Illustrator and Photoshop since they were first released. I have used them in instruction as well. But if you are telling me I should be using the Gimp and Inkscape instead, I am willing to cancel my subscription if I can get help. I pay for help not for me having to repeat everything I have typed twenty times ad nauseum. Either help me or give me someone to whom I can complain loudly and bill you for the waste of my time!!!!!! Exclamation points!!!!!

Do you realise that we are normal users like yourself, and do this in our own time trying to help people because we love the software? I've just checked and I have read 235,000 posts on this forum in the last 16 years, and replied to >88,000. I suspect we tend to parse thread contents more quickly than we should, which is not ideal, but we are human and try to do as much as we can in the time we devote to these forums.
You say this is happening with the Release and beta versions?
This brings us back to the hardware you are using.
What is the screen resolution? Is it a small laptop or notebook?
Do you have OS custom scaling set?
How is your UI set, and is it the same with both versions?
How are these settings set?
I would think these would effect latteral rather than vertical UI presentation, but let's be sure.
Are you aware of the second method of selecting and resetting workspace from the top right corner.
I don't have much confidence in what I am suggesting, mainly because your are seeing the same thing with both versions, and that is puzzling — even with the questions I ased about your screen size. With what you do for a living, I am guessing that you can access other screens, so if you are using a laptop, can you try mirroring to another display? I'd also try extending to the other display, and dragging the main UI window to that display. It needs to be at least 1080P with scaling set to 100%. I expect you know that Windows scalling can not be set for individual displays?
Work through the above, and I am sure we'll get there eventually.
BTW I don't even know you. Why on earth would I insult you by suggesting that you use Gimp? 😉
