Is this 25.3.0 m.2393 ?

 

I am not having any problems here with Windows 11.  We have to remember this is pre-release software and is bound to have issues, but my guess is that you can fix your issue with a manual Preference reset.  Please let us know how you get on, and good luck.

This is 23.3.0. Not sure where you see the m. number. There is no circle
indicator on the tools...until I leave the tool and go back in again.
Windows 11 - fully updated. I understand it's beta software.

They have uploading several interim updates without changing the version number — just the build number.  You can see most of the number on the Splash Screen.

But you can still see the full build number when open via Help > System Info

Do you mean there is no cursor? 

If not can you be more specific, and preferably supply a screen shot.

Did you try resetting Preferences?
