Texture Matching Needs Adjustment

I'm finding this version of PS 2025 ship and beta are the same - micro-texture (noise/grain) is matching better than ever, but the larger more important textures aren't matching at all if they don't have enough contrast - just getting filled with blurry cloud of approximately the right color. I've been able to get it to match better by crushing the image with a Levels (input), so that the texture is over the gating, then expanding the fill with another Levels (output), but that just shows what's going on. Any texture below a certain contrast level is being discarded.

 

PS 26.3.0, OSX 14.6.1  - Image with low contrast texture, for example a concrete sidwalk, extend the image. I expect the texture to match reasonably well, but what I get is a soft gradient of approximately the correct color, and a reasonable noise match, but no object surface texture.
