Using AI for commission based, personal projects

I understand that we cannot use the AI generative fill in photoshop beta for commercial purposes. However, can someone hire me to make a photo collage incorporating AI elements for their own personal use? 

Having trouble navigating the fine line. If the image goes straight into a customers hands and will not be commercially used, is it fair game to be paid for these types of images? Or does the transaction alone make it "commercial".
