Using Short cut keys to switch tools

When I use the short cut keys, to go between tools, the tool I am slecting reverts back to the previous tool I was using. This same issue happens in PS 22, PS 23 and now PS Beta.

Doesn't matter which tools I am trying to select with the keyboard keys, the tool that is being selected doesn't stay selected.

App Version: PS Beta, PS23, PS 22

iMac Late 2015

mac OS 12.3.1

I would like for the short cut keys for tools to stay with the tool i want to select, instead of the previous tool.

Curious if you have tried changing the springboard keyboard shortcuts time? By default it is set to 200ms which is what it has been for years so if that doesn't work for your workflow, increase the timing or uncheck that option so that spring-loaded keyboard shortcuts are disabled if that fits your workflow.
