Why are under 18s unable to use [Generative Fill]?

I can't use Generative Fill, it tells me I'm under 18, why can't a kid like me use it?

As an educator I find the 18+ restriction to be very annoying, especially when working with senior students in creative arts subjects. I would consider the age restriction of 16+ being far more appropriate.
