Why is the type layer broken? i can't move it and resize from bottom

I can't move the type layer or resize from bottom and the arrow keeps flickering

Can you show us a full res screen shot of your workspace that includes the layers panel please?

Can you also describe in more detail the flickering arrow?

Do you mean one of the cursor keys?

Does it only flicker whiler held down?

What do you have selected when this happens?

What operating system are you using and what version?

The more detail you provide, the better the answer you'll get.

It's hard to explain because i don't know what trigger this but what happens is i use ellipse tool and after the type tool in elipse layer and write in (I'm translating a manga) at the start is normal but after a few times repeating this the type layer doesn't work properly (this cycle takes some minutes and i think the bug happens because of this, when i open a psd with some type layers it's all normal but after some time bug again) https://drive.google.com/drive/folders/189E6IT5I2EfEASejBL6_xpO849wjNiu-?usp=sharing

Try resetting Prefs for the Beta:

/Users/yourname/Library/Preferences/ Photoshop Beta Settings (Mac Ventura)

Launch BETA Photoshop While Pressing The Keyboard Shortcut

With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
