Alt Eyedropper Lag Again

So when I press ALT to bring up my eyedropper when painting in Photoshop, it lags for about one second before selecting a colour.
I know this has been an on-and-off issue since 2016. But it happened to me and I've tried all the recommended answers such as this: https://sweetmonia.com/Sweet-Drawing-Blog/wacom-tablet-how-to-disable-windows-ink-keep-pressure-sens... 
and others the community has helped with. 

Has anyone found an alternative solution, it's driving me crazy it's not instant.

Could you share more details about the issue you're experiencing? Does this happen when using a tablet? Also, could you share your System Info? You can find it in Photoshop under Help > System Info. Just copy the info to a text file and attach it to your response.
