Cannot Create New File in Photoshop Beta

I can no longer create new files in Photoshop Beta.  When clicking File > New, the usual dialog window opens with all my various presets.  However, when double-clicking any of them or selecting one and clicking the "Create" button, the dialog simply goes away and nothing happens.  I cannot find any way to create a new file.  This has only recently become an issue this week, so perhaps it could be related to a recnet update?

 

I'm hoping somebody can help because right now I can't use the program at all!  Thanks in advance.

Update: I just realized it wasn't the beta version but the production version that's giving me trouble.  This is not as big a concern for me since I only use the beta version.  That said, the production version gives me a "program error" message whenever trying to create a new file, open a file, or even close the application.  I'm just going to uninstall the production version since I don't use it anyways.

This problem is now occurring in the beta version for me, exactly as described in the initial report.  Can anybody help?

Same thing is happening to me, downloaded latest version after long break from PS. 

It works fine till I restart PC, and to make it work again I need to either reinstall PS or delete settings files from APPDATA.

Neither of these seem like something i should be doing to work in software I pay a lot every month...
