Dodge tool stuck on crosshairs mode and the cap lock key doesn't fix it

I am trying to use the dodge tool, but it is stuck on the crosshairs mode and pressing or un-pressing the cap lock key doesn't fix it. I am trying to use the bracket keys to make the tool get into the circle mode and change the size, but nothing happens. It's still stuck in the crosshairs mode. How do I fix this?

What version of Photoshop and macOS are you using?

Can you post a screenshot?

If the Dodge Tool brush is larger in diameter than the document your working on, it will just be a crosshair until the size fits within the document area.

In Preferences > Cursors, is Normal Brush Tip selected?

I ended up resolving it by resetting all tools.
