Export > Save For Web (Legacy) not available

Running Mac OS Monterey v 12.7.4

MacBook Pro (Retina, 15-inch, Mid 2015)

Processor 2.8 GHz Quad-Core Intel Core i7

Memory 16gb 1600mhz DDR3

When attempting to slice and "save for web (legacy)" the menu link is greyed out and unavailable. I just just this function on Friday, came in Monday and this happens.

I've tried it on PS v26.3, v25.0, and v2.2 - none of them work. I have also uninstalled any potentially conflicting plugins.
