Glitch shows up when using Merge Layers (Command-E) 23.3.1

Unbelievable. Not only existing bugs like Save As not working after a while are still not fixed but they managed to add a new bug...

Using the Merge Layers command introduces some random noise glitch elements on the merged image.

They look like ghost parts of the top layer being merged... 
Using Flatten Image instead works fine.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.  Also, as @Chuck Uebele asked, any screenshots with examples of what you are seeing can help the team figure out what might be happening.
