History panel moves around despite Locked Workspace

Mac OS 12.6, MacStudio Ultra M1 (2022), Photoshop 24.4.1. Every time I go to Photoshop, whether opening it for the first time of the day or reverting to it after waking-up the computer from slumber, the history panel has wandered from its proper place, eventhough I have a custom workspace with Lock Workspace active. This is a bug which Adobe should fix. Panels should remain stable. They did in the old days.
