In Photoshop, "CTRL + key" shortcuts not working

I have a friend who has a problem with Photoshop. He has tried this with two different versions of Photoshop and the problem still remains. The problem in question is that every time he tries to do a "CTRL + key" command it doesn't do anything. It does something when he presses CTRL, but when he hits another key nothing happens, which means he can't use a shortcut for undoing, redoing, saving, etc... How can we fix the problem?

Yes, we have tried other Adobe applications (Premiere) but the problem is only in Photoshop. Also the CTRL key works, it's just that while holding it, none of the keys do anything.

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Thank you for the sysinfo.  A couple things:

Startup, 237,6G, 14,1G free - this is not enough scratch disc space. Free up at least 100gb and restart Ps, does the issue persist?

Make sure the computer meets the Ps specs:

Verify if GPU is causing Photoshop issues

Unsure if your graphics processor or driver is the cause of the issue you're facing with Photoshop? Disabling the GPU acceleration will help you narrow down the cause of the issue.

To do so, navigate to Edit > Preferences > Performance (Windows) or Photoshop > Preferences > Performance (macOS) and uncheck Use Graphics Processor. Then, restart Photoshop. To learn more about photoshop preferences, see Adjust preferences in Photoshop.

If the problem persists, continue troubleshooting by performing the GPU and graphics driver troubleshooting steps as outlined below.

Hi @joeyschmoey this appears to be a cracked version of Photoshop. It's not showing a serial number for the subscription.
