Keyboard zoom and pan (spacebar and cmd+spacebar) not woking

I just had to do a fresh reinstall of my Mac. Both before the reinstall and now I am on the same OS 14.5 (Sonoma) and latest Photoshop (25.9.0). Before the reinstall everything worked fine.

 

Now panning with holding the spacebar does not work - the pan tool does not activate with spacebar. And also the command + spacebar for calling the zoom also does not activate.

 

The only relevant info I could find is something to do with an antivirus app (WHo uses antivirus on a Mac ?!?!?), which I don't have, and the other was something about keyboard shortcuts in the system preferences.

I checked the shortcuts, but they are just as they have always been. I do have cmd+space changing the language, but again, that has always been the case, and never was in any conflict with the zoom. Also it does not explain why the pure pan tool does not work.

 

Any help will be very appreciated.

 

P.S.

Why on earth is there no option to keep one's application and workspace settings in the CC cloud? I mean, most of us, sho are not corporations, we don't use it for anything anyways... This would be ACTUALLY useful.
