Layer error when moving

I have a problem when i'm moving layer. It's look like error pixel but not. Please help me fix that. Thank you everyone.

It is probably problem with Graphic Card. Can you post content of Help > System Info?

Perhaps Preferences > Technology Previews > Deactivate Native Canvas and Older GPU mode (pre 2016) then restarting Photoshop can help you something?
