My History New Snapshot Dialog will not activate.

I'm using MacOS 15.3.1,

and Photoshop 26.3.0.

No matter what History Options, even after clearing prefs and resetting warning Dialogs, My History Panel's "New Snapshot" will not bring up a dialog box so that I may choose "Merge Layers."

Option-clicking the New Snapshot Button also fails to do give the desired result.
