P: Alt+Scroll zoom does not center on the pointer/cursor at 200%

In past versions of Ps I was able to zoom in to where my cursor was using Alt+Scroll Wheel. In CC this no loner works. It only scrolls to he center of the canvas and I must move the bars to find my place, which can be choppy and slow. Overall, great product.

This issue should be fixed by the Photoshop CC 2018 (19.1) update that was released today.

I have a 4k laptop, Alt-Zoom does not zoom to cursor point and it's frustrating. 
I've reported this months ago, and even went through remote support and they could not fix it. 
Hoping this gets fixed soon.

Same problem here. (Also Photoshop CC 2018, v. 19.0, latest Windows installations)

Thinkpad P71 with 4k Screen, Latest Photoshop (CC 19.0), latest Windows Updates)

Switching to lower resolution AND/OR 100% is not an option, because
1. I did purchase a laptop with a 4k screen ESPECIALLY for graphic work.
2. Lowering the resolution looks shitty on a 4k screen
3. Working with 100% DPi scaling is beyond usability
