Just updated to the new Photoshop CC 2017, and the Blending Options just stopped working on artboards.
Previous files that I had blending options applied to artboards lost its properties and nothing happens when I right click it and click on "Blending options". Paste layer style is also disabled on this version.

We had to disable layer styles on Art Boards because there we just too many cases where they couldn't be applied correctly. The work around is to take the entire contents of the Artboard and enclose it in a group and then apply the missing layer style to that group. Sorry for the inconvenience, I understand this is an unexpected turn for you. We're still looking for a more user friendly solution.
