Updated to Photoshop CC 20150529.r.88 x64 today. Crashes almost everytime I zoom. This is incredibly frustrating. The version I used before the update (some last year's version) didn't do this on the same file.
Same problem with me, below my technical info as requested:

3. Yes, but problem occurs when only one display is on
4. So far when using the scroll wheel, have not yet tested the Wacom tablet...

Single Display
The graphics card driver is up to date, so is Photoshop.
I un-installed, re-downloaded, re-installed both.
I'm working with 3840x2160 images.
Rulers, grids, guides are all off, I turned off the graphics processor and it still crashes.
It crashes on pen tool (P) + mouse wheel zoom and direct select tool (A) + mouse wheel zoom.
I'm not sure I've posted this yet, but we're aware of the problem, can reproduce here in-house, and are working to get a solution out to users as soon as possible. We'll post here when the fix is available for download.

Graphics card is up to date. Never had an issue on CS5 or 6, updated to the cloud yesterday and has since crash 6 times and counting. Also, having graphics issues where the marching ants disappear when you zoom in and out.
That would be, if Adobe hadn't thrown all the old ones away (unlike from CC to CC2014). And so far I couldn't find CC in the cloud. Ow, how I miss that good old chum!
It can scroll down as far as I like (and believe me I tried) but it only shows me the installed versions. I cannot, nowhere, find PS CC anywhere in the cloud... I used to have a CD... Or a pile of diskettes. Those were the days.... 😛
So I may have a temporary fix (at least it worked for me, haven't crashed since 2 days ago)... I went under edit/preferences/tools and adjusted the settings as follows:
Same problem here. Just tried Corey's settings above but still crashes. GPU, rulers, etc. all switched off.

Very annoying and serious issue indeed. Having a few deadlines next week so I will be grateful for any workaround, etc.
BTW Is there any way I can roll back to the previous version of PS which doesn't have this issue? I am on CC.
We are having this same issue. Very hard to work without zooming in and panning.

Just noticed an update for Photoshop arrived today, hopefully there is a fix included...Windows 10 should also be arriving any minute, hour or day when it rolls out in my location. Will update if this issue resolves itself.
