Opened Photoshop for iPad (v1.0.2)
Imported a photo from the camera roll

Switched to Photoshop for Mac (v21.0.1) and opened the cloud document
Made some adjustments and saved

Reopened the file in Photoshop for iPad
Exported the image to my camera roll

The EXIF information for 'Date Time Original' shows the wrong time but proper date
(PS set it to 12:00:00am instead of 11:36:17am) -- see attached

QE needs a bit more info.

Opened Photoshop for iPad (v1.0.2)
Imported a photo from the camera roll - What file type?

Switched to Photoshop for Mac (v21.0.1) and opened the cloud document
Made some adjustments and saved

Reopened the file in Photoshop for iPad
Exported the image to my camera roll What file type did you save here?

The EXIF information for 'Date Time Original' shows the wrong time but proper date
(PS set it to 12:00:00am instead of 11:36:17am) -What application, on which platform are you viewing the metadata?

Thanks

Hey Jeffrey, I was able to reproduce the problem in two ways here and I'm attaching a couple of sample files.

Here's my original process and info:

Imported: JPEG to Photoshop for iPad
Exported: JPEG to iOS Camera Roll

Metadata viewed on MacOS Photos and Apple Preview, and Dropbox for iOS
*When you go to iOS Photos' 'Photos' tab and MacoOS Photos' 'All Photos' tab , images are sorted by date. Each edited image is supposed to appear to the right of the original source image. Because the timestamp is messed up, the edited images are all to the left. (The apps considered them the first images of the day because it's sorting by this wrong exif date stamp)

Image files here

Scenario 1
Photo with timestamp in EXIF (doo-original.jpeg)
Exporting JPEG with Photoshop for iPad gives a 'Date Time Original' for 12:00am (doo-edited.jpeg)

Scenario 2
Photo without timestamp in EXIF (reg-original.jpeg)
Exporting JPEG with Photoshop for iPad gives a 'Date Time Digitized' of 8/7/1999 11:57:28am (reg-edited.jpeg)
*I can see the same Date Time Digitized timestamp in Photoshop CC 21.0.2

I found the culprit metadata with Exiftool (see attached images)
For both images the following tags had the wrong timestamp
[IPTC] Time Created
[Composite] Date/Time Created

Doo-edited.jpeg

Reg-edited.jpg (the date metadata is wrong for this one as well)
