P: Export as - No longer allows scaling image below 10%

Can't export images with a lower than 10% scale with the Export As feature in Photoshop v20 - Works in (v19.1.7)

If I have an image that's 4096x4096px and I go to "Export As" and change the "Image Size" to 128x128 it changes the size to 410px.

In Photoshop CC2019 the "Export As" dialog will no longer allow scaling of an image below 10%. Any pixel value or scaling percentage entered that is less than 10% is ignored, and the value returns to 10%. Prior versions allowed resizing of assets to any size.

I am experiencing the same issue with 20.0.3.  As a temporary workaround I was able to export less than 10% by using "Save for Web (Legacy).

I have been struggling with this limitation when exporting layered assets at different resolutions and am switching back to 2018 because I use this a fair amount in my daily workflow.

Hi there,

in PS v.20.0.7 on Win10pro x64 using 'export as...' and trying to scale a 2000x2000px to 150x150px it makes me a 200x200px.

Seems it ́s not possible to scale less than 10%.

IMHO this is a serious bug.

@JeffreyTranberry The issue has returned in 2021 to throw a wrench into my work flow again. Please fix this, sick of having to McGyver on the fly every time this issue crops back up from a new update.

Export As also now refuses to let me enter custom dimensions on random occasions (e.g. it adjusts my 1000px square to be 1001px, for reasons unclear to me. the extra pixel is a problem as it does not conform to the requirements in question). this is unacceptable, maybe it's time to give Affinity a try after all.
