PS CC 2019 displays incorrect processor speed. My Processor Speed should be 3408 MHz not 3MHz

The attached system Information in the latest Photoshop version detects the wrong CPU and features. Not only is the clock frequency 3 GHz instead of 3 MHz but also my CPU doesn't support features like AVX/AVX2. This might cause instability and lags when such instruction sets are used. Lightroom Classic CC in contrast doesn't have this problem and detects the correct CPU. The CPU installed in this Machine is an Intel Core i7-860 (https://ark.intel.com/products/41316/Intel-Core-i7-860-Processor-8M-Cache-2-80-GHz-)
