P: Layer comps named/ordered/number incorrectly after closing and reopening document

Please download this action. And run it.

It will create a file. Will make 9 layerComps in it and offer to save. Save it.
Note that the layerComps in file goes in order.
Close the file and open the saved one.
It will have some duplicated layerComps. I often duplicate 2 and 2. This is because Photoshop created them with the same ID. If you quickly create layerComps, then they can create the same ID and everything will be messed up.
A bug appears even in CC2018.
There is no bug in CS6.

Add one more bug to this.

If you duplicate the unapplied layrComp, then it is duplicated and a checkmark is displayed that it is applied.

In fact, this is not always true.

Checking is very simple.
Turn off all layers. Create a new layerComp.
Turn on all layers. layerComp will become unapplied.
Duplicate layerComp using the context menu.
The new layerComp will be marked as applied.
But this is not true. All layers are turned on.

Reformulate please. I misunderstood the question (in English).

If something:
The action is just an example, that if you quickly create  LayerComps (for example, in a script), then they get the same ID, as if it takes the current seconds of time as the basis for creating the ID.

It is reproduced on any OS, on any photoshop starting at least from 2018.

I can't reproduce the bug on my machine (OSX 10.15.4)  and so I'm trying to see if this bug is machine dependent.
