I'm sad to see the artboard bug was aknowleged but never adressed, and it even got a bit worse now but thats not the issue I want to raise here.
So I found another way to replicate this bug without artboards, and hopefully it will give the devs a better clue on what's happening:


On the screen, you can see I have 2 layers inside a masked group (I selected the mask area to show the mask limits). If you select both layers and you move them, anything outside the mask and/or document limits will be cut. You have to "force" a display refresh with hide/show layer (or another layer movement but you'll get the same issue if you had anything outside limits).
Please note the same constraint apply from my previous post on this issue:
-you need to select and move at least two "pixel" layers or "smart object" layers. No problem occurs if there is one layer selected, or if there is any shape layer, or Fx on any layers.
I know under the hood artboards are "glorified" groups, hence the similar issue. It's probably be the same on previous version but I haven't tested it.
