P: "Toggle Brush Pressure Controls Opacity" Not working properly

Photoshop's "Toggle Brush Pressure Controls Opacity" button (at the top) no longer turns pen pressure OFF after turning it ON for brushes that use the "transfer" features (such as flow) by default.

Previous versions of photoshop did not have this issue afaik. 
Please fix this issue! It makes Photoshop CC unusable for me.

Indeed still not fixed.... That's VERY annoying. Quite a basic feature. It means we can't use a pen and have the brush work without a flow/size influence... Well... looks like decades ago.. 😞
