P: Resize text layer via the handles with ctrl key no longer "live" scales

Photoshop 21.1 - When I hold down ctrl with a text layer "active" and attempt to resize it via the handles, it no longer "live" scales. I have to let go of the mouse for the text to update to the correct size.

It works fine for free transform though.

How big of a file and how much RAM?

macOS 10.15.3 similar behavior if I push the Cmd key and change the frame of the selection to the mouse, the text only takes its place when I release the mouse. But is this normal behavior?
Active GPU.

It turns out it's not just text but a lot of things don't live update (preview is checked). Levels, Hus/Saturation etc.

Second this. Other users have pretty heave performance issues with text resizing, like this user.

For me it is even worse - I got a good amount of 3-4 seconds lags when resizing. Gets better the more I go backwards in PS versions.
Definetly got enough RAM: (96GB RAM, 2080 RTX, 500GB NVME for Cache, Ryzen Threadripper 1950X)

I already did:
- updated all drivers (just to make sure) 
- reinstalled current version PS
- Type preview to "none"
- cleared cache & font cache
- Deleted all fonts, but the windows standard fonts
- Set different performance settings in preferences (recording to adobe/other posts)

Nothing did the job.
