P: Select All Layers no longer records in action

Photoshop CC 2015: "select all layers" no longer records when building an action. Copying a select all layers step from a previous action works in playback as a temporary fix.

Note: you can use Insert Menu Item as a workaround.

I am making my own actions all the time and the Select All Layers option doesn't work yet, unfortunately.
