I read all topics about this problem and tried all solutions. Some helped but only in specific scenarios they are no options for me. There was not mentioned (at least for me) REAL cause of this error so I am creating new topic. I hope it is more helpful...

All proposed default Ps workspaces have tools panels docked to left margin of screen. It is why they let you to open files in normal size. When you dock your Tools panel to right margin of screen all is okey too. Any panel, however docked or not to any other or margin does not make difference. All works still good. Problem occurs only when you undock your Tools panel from left/right margin of screen. If you move it few centimeters from left margin all is still fine, but always when you move it farer to right side of screen (and from up) an created/opened document will minimalize its size due to Tools panel distance from left screen margin. If additionally you dock your Tools panel to any other panel that is not docked to left/right margin of screen (but moved to specific location in your Ps workspace) error is going to occur while creating/opening document.

This is of course bug! The only I can do is to turn off Tools panel what is ridicolous solution or else dock it to right Ps screen margin what doesn't satisfy me too for reason It covers too much space along with other panels I keep as small as possible.

This is my first day with CC 19.1. So far i used CS6 for few years. From that I read prior CC versions doesn't have this bug yet.

Since I use specific panels location I can't work with this bug. I'm going to use CS6 until next CC update that fix this problem.



That's really funny first action, opening file I did in newest Ps after relocating panels (including Tools) ended up with error 🙂

This issue should be fixed in the Photoshop CC 2018 (19.1.4) release which is now available.

I didn't mention it in my post as I wanted Adobe focused on one problem, but it's realated so I have to add that: When you choose 'View' / 'Fit to Screen' a window is going to be moved to the bottom!
That happens when Tools bar is undocked and moved to some location of screen (Ps workspace).

I have a documented the same problem. No matter where I have the tool bar (not shown here, but in these photos, the toolbar is docked), when I open a photo, it opens up smaller even though I have the screen size to open it larger. What can I do to open the photo at maximum size allowable by space?

I had this problem also,   I even tried to open a very small jpeg said no room to display. I also had a problem with the ruler that you can have open in photo shop.  It would not say in inches it kept switching to pixel.  Since I was not getting a answer to how to fix my problem I uninstall CC2018 and reinstall and every thing has been working fine.   FOR NOW !  knock on wood.

Could you write step by step situation when your untis switches from inches to pixels as I'd like to see it myself, but can't reproduce it with your short description. Maybe it's related to this bug too.

I think the ruler inches to pixels was related the the problem I had with files not opening.   Because when I reinstalled CC2018 the ruler issue was corrected . As far as the problem with the ruler was.   I had to go back into PS preferences to recheck ruler to be inches not pixels.  When I was in PS I needed to R click on the ruler bar to switch it to inches but as soon as I used any tool it would switch back to pixels. But as I stated it seem to be working fine now since I uninstalled and reinstalled PS

Problem with Photoshop 19.1 and 19.1.1

 

This is about how PS handles an image that is opened in
PS19.1.1.  It actually started doing this
with 19.1.

 

·        
In Lr. 
Image Open in PS.

·        
Photo opens in PS in the upper LH corner but at
a small % that varies from image to image, about 8% to 12%.

·        
If I hit the F key for full screen, it goes to
full screen but the image stays at 8 or 12%. 
It used to go to  larger size.

·        
I hit View / Print Size

·        
The image changes to the print size but does not
display the complete image.  The window
frame around the image is more like a panoramic shape and it is kicked to the
bottom left corner of the PS screen.

·        
I can double click on the top bar of the image
frame or hit the F key and that takes it to full screen and shows correctly.

·        
When I hit the Restore button in the upper right
hand corner the image again goes to the bottom LH corner and is in a panoramic
shape.

·        
Basically a lot of weird things are happening to
the windows that were not happening before 19.1

I have win 7 and PS 19.1.1.  This problem actually started in the previous version also.  I open an image in PS and then hit Ctrl/H to view Print Size.  The image window pops to the bottom of the screen as the print size but the window frame goes to a panoramic shape hiding a lot of the image.  I have to resize the window manually but as I enlarge the size to work on it and then hit Ctrl/H again, the same thing happens.

Other weird things are happening with the window frames also, but too many to define here.

Anyone have any ideas. 

I have re-set preferences several times and that does not work.

I have no problem with units however thanks to your reply I found another related bug. When your Tools bar is undocked and let's say in center of monitor and you're choose 'View' / 'Rules' an image window is going to be moved to bottom of screen. That happens only when image fills its container (window) and that doesn't have to be 100%. When I zoom out/in that image is smaller/larger than its window container and choose "View" / "Rules" an image / window stays in its place, but when I make it fills its container it's going to be moved again. So the same if I chose 'View / Fit to Screen' . Image window will be moved to bottom (always when Tools bar is undocekd and put somowhere else on screen). Extra: depending on distance of Tools bar from image an window (with image) is going to be enlarged/reduced. I found also that when you move Tools bar exremaly to bottom of screen, that bottom part of Tools bar isn't visible and choose 'View/Fit to Screen' it's going to be moved to left upper part of screen but the way only right down corner of window can be visible!

Can you check please what size of image is going to be when you move your Tools bar to center of screen? I mean size of Image you open after this action as I think reinstallation didn't remove bug.

What version are you running, James? Your issue resembles one that was resolved in the last update of Photoshop, which came out on Feb 12.

Go to Help > System Info to see your version.

I had that full screen issue (in addition to my photos not opening up at 100% even though there's enough space). I deleted all of my preferences (on Mac) and that issue cleared up, but my photos still open smaller than they should.

This bug introduced to 19.1, kept in 19.1.1 is still present in 19.1.2. Before 19.1 there never was problem about bug making images opens too small or at all (error message). Will be it sorted for 19.1.3 (or how that will be named), and when are you going to make another update?

Can you please check problem occurs again when you undock your Tools Bar (from workspace edge) and move it to center of screen and then open some image? If Tools bar isn't too low then your image should be opened/created smaller than used. If it's moved enough to bottom of screen you should experience the part of bug with Alert Message.

Someone experiended problem with zooming while his Panels (not only Tools Bar) are undocked. It is different bug with other results, that happens with Multi-Screen, but apparently casued by something similar: https://forums.adobe.com/message/10254873#10254873
