When I mouse over photoshop it brings the window to top. This is really annoying. I use "Activate a window by hovering over it with the mouse" / Mouse follow focus / XMouse window tracking. To enable this, follow one of the directions listed here https://superuser.com/questions/954021/how-do-you-enable-focus-follows-mouse-in-windows-10 or use this tool https://joelpurra.com/projects/X-Mouse_Controls/

Contact the developer of X-Mouse-Controls. We do not test or support Photoshop with this utility.

Hi Jeffrey, thanks for your fast reply. Actually X-Mouse-controls only enable a hidden Windows feature. It's not a program that runs on background. If you see the superuser post, it can also be done by editing registry. Photoshop bring the window to top when activated. All other programs don't. So contacting the developer of X-Mouse-Controls will be of no help. If you still want me to do that, I can do it for you, my friend, but I ensure you that his answer will be: "Contact the developers of Photoshop".

OK. I will pass it along to our devs. It may not be a supported configuration.

I can reproduce the behavior (of Photoshop not raising windows) after enabling the behavior in other apps using the control panel accessibility feature as described here:  https://answers.microsoft.com/en-us/windows/forum/windows_10-desktop/how-to-disable-hover-select-in-...
