I am happy to announce that this issue should be resolved in the release of Photoshop that just went live, 19.1. Please open your Creative Cloud desktop app, update Photoshop and let us know how it goes!

I recorded an Action that creates a small white border around an image. Since these images may have different sizes, I set the Canvas Size command to 103%, both horizontal and vertical. However, after recording, the Canvas Size setting in the Action has become absolute, displaying (and executing) the number of pixels of the image used while recording, instead of the percentage.
Older Actions that have the Canvas Size command in percentages work fine, but if I try to change the percentage they change to absolute pixel sizes too.
After last update, 19.0 20170929.r.165 x64, when recording new action and change canvas size in different units (percent, pixels, etc), action always written only in inches. When change image size in different units, in percent and pixels it written normally, but some units (cm, mm) also turn to inches. I try it on another machine with default setting (except units in prefs), same result:

Unfortunately I just removed CC2017 so I can't check the following problem against an older version.
I have an action to resize to a specific resolution, but unfortunately it appears to no longer work. The result of the action changes the resolution without resizing and therefore changes the dimensions. The result should keep the dimensions and resize to the new resolution. Is this another bug with 2018?
