Photoshop CC 2017: "Copy Layer Style" is no longer in the main menu bar. It's still in the Contextual menu if you click on the layer, but not in the top menu bar.

I am wondering too. I just updated my Photoshop BETA (April 11, 2024) and it is missing. I hope this is a bug and will be fixed. It is highly used and very frustrating.   I am trying to figure out where my regular PHOTOSHOP app went as well. It's like Adobe deleted it from my computer!!  This is becoming a very bad product if this continues.
