P: Windows 10. Resizing options missing in Properties Panel for Artboards

Photoshop 2015.1 -And yet another bug from the new update. On windows 10 I am unable to change the H size or Y position of selected artboards. This bug doesn't appear on Mac version of the new update.
I can change the W and X options. But H and Y are grayed out and inaccessible.

Consider adding an [Update to Beta products] option in Creative Cloud Application Settings if Adobe QA team is non-existent.
